Atmanirbhar Panchayat Programme

 The Union Ministry of Panchayati Raj has launched the Atmanirbhar Panchayat Programme to strengthen the financial self-reliance of Panchayati Raj Institutions (PRIs).

  • The programme enables Gram Panchayats and Block Panchayats to identify local assets and economic opportunities and develop them into bankable, revenue-generating projects.
  • The Ministry will provide dedicated technical support to help convert identified projects into financially viable ventures.
  • The initiative aims to enhance Own Source of Revenue (OSR) and promote the long-term financial sustainability of Panchayats.
  • Project financing will be facilitated through:
    • Public-Private Partnerships (PPPs)
    • Corporate Social Responsibility (CSR) contributions
    • Convergence with government schemes
    • Bank finance
  • NABARD and HUDCO will serve as the programme’s institutional partners.
  • A total of 350 projects will be developed over four years, comprising:
    • 50 projects in the first year
    • 100 projects each in the following three years
  • Eligibility Criteria:
    • Gram Panchayats with a minimum Own Source of Revenue (OSR) of ₹50 lakh
    • Block Panchayats with a minimum OSR of ₹1 crore
    • Applicants must have at least three years of tenure remaining
    • Relaxed eligibility thresholds have been provided for Special Category States.

SAMARTH Panchayat Portal

  • The SAMARTH Panchayat Portal is a first-of-its-kind digital initiative of the Ministry of Panchayati Raj.
  • The portal is designed to strengthen the financial capacity of Gram Panchayats through technology-enabled management of Own Source Revenue (OSR).
  • It has been developed as a unified and configurable national digital platform.
  • The portal enables Gram Panchayats to digitally manage the entire OSR lifecycle, including:
    • Taxpayer registration
    • Demand generation
    • Online payment of taxes and fees
    • Revenue collection
    • Real-time monitoring and reporting
  • The platform aims to improve transparency, efficiency, accountability and ease of revenue administration at the Panchayat level.
