Coal Exchanges in India

The Union Ministry of Coal has notified the Coal Exchange Rules, 2026 under the provisions of the Mines and Minerals (Development and Regulation) Amendment Act, 2025.

The Rules provide the regulatory framework for the establishment and functioning of Coal Exchanges in India.

The Coal Controller Organization (CCO) has been designated as the Authority responsible for the registration and regulation of Coal Exchanges established in the country.

Under the new framework, any eligible entity, including captive coal miners and commercial coal miners, can participate in transactions on the Coal Exchange.

Participants will be able to trade coal and enter into delivery-based contracts through the Coal Exchange platform.

The Rules provide for market-based price discovery of coal traded on the exchange.

Coal prices on the exchange will be determined through a mechanism designed to ensure:

  • Fair pricing
  • Neutral price discovery
  • Competitive market conditions
  • Efficient price determination

The bidding and price discovery mechanisms will be conducted in accordance with procedures approved by the Coal Controller Organization (CCO).

The introduction of Coal Exchanges is expected to enhance transparency, efficiency and competitiveness in India’s coal market.
