India and France unveil Innovation Roadmap 2030

India and France adopted the Innovation Roadmap 2030 on 14 June 2026 following bilateral talks between Prime Minister Narendra Modi and President Emmanuel Macron in Nice.

  • The roadmap provides a framework for enhanced cooperation in:
    • Artificial Intelligence (AI)
    • Research and education
    • Innovation and startups
    • Healthcare
    • Emerging technologies
  • It builds upon the Horizon 2047 Roadmap, adopted during Prime Minister Modi’s visit to Paris in July 2023.
  • The India-France Year of Innovation 2026 was jointly launched by Modi and Macron on 17 February 2026 during the French President’s state visit to India.
  • The visit also elevated bilateral relations to a Special Global Strategic Partnership.

Key Features of the Innovation Roadmap 2030

  • Development of a partnership for “Trusted AI”.
  • Cooperation on safe, secure and trustworthy AI systems aligned with democratic values and human rights.
  • Collaboration among regulators, standards-setting bodies and technical experts on:
    • AI governance
    • Interoperability standards
    • Risk-based regulatory approaches
    • Frontier and generative AI technologies
  • Both countries expressed intent to expand the Mutual Recognition of Qualifications.

Institutional Mechanisms

  • The Indo-French Centre for the Promotion of Advanced Research (CEFIPRA) has been recognised as a flagship platform for scientific cooperation, innovation, and technology co-development.
  • The India-France Innovation Network (IFIN), launched during the Year of Innovation, will serve as a key platform for linking innovation ecosystems in both countries.
  • India and France are also considering the establishment of a joint steering committee to support the long-term governance and expansion of IFIN.

India-France ATL Bridge,

  • India and France on 14 June launched the India-France ATL Bridge, a landmark initiative aimed at strengthening bilateral innovation cooperation by connecting young innovators through school-level innovation labs inspired by India’s Atal Tinkering Labs (ATL) model.
