India-Australia ‘Partnership on Cyber, Critical Technologies and Supply Chains (PACTS)’

India and Australia have announced the Partnership on Cyber, Critical Technologies and Supply Chains (PACTS) during the Third India–Australia Annual Summit held in Melbourne.

  • The announcement was made by Prime Minister Narendra Modi and Australian Prime Minister Anthony Albanese in a joint press statement.
  • PACTS will replace the 2020 Framework Arrangement on Cyber and Cyber Enabled Critical Technology Cooperation, providing a broader and more comprehensive framework for bilateral cooperation.
  • The partnership aims to: strengthen national and regional security, provide greater digital choices to partner countries.build resilient and diversified critical supply chains, enhance global cyber resilience, and Promote responsible, secure, inclusive, and democratic use of technology.
  • The two countries have committed to embedding safety, security, resilience, inclusivity, and shared democratic values across all initiatives undertaken under the partnership.

Five Pillars of PACTS

The Partnership on Cyber, Critical Technologies and Supply Chains (PACTS) is based on five key pillars:

  1. Supply Chain Resilience and Diversification,
  2. Critical Technologies,
  3. Cybersecurity,
  4. Digital Resilience, and
  5. Defence Research Collaboration.
