India–Gulf Cooperation Council (GCC) Troika Ministerial Meeting

Why in News?

At the India–Gulf Cooperation Council (GCC) Troika Ministerial Meeting held in New York on 25 September on the sidelines of the 81st session of the United Nations General Assembly, External Affairs Minister S. Jaishankar highlighted the longstanding and friendly relations between India and GCC countries. The two sides reviewed progress under the India–GCC Joint Action Plan (JAP) 2024–2028. India–GCC economic and strategic engagement has expanded across trade, investment, energy, health, technology and cultural exchanges, with bilateral trade reaching US$178.66 billion in FY 2025–26.

About Gulf Cooperation Council (GCC)

The Gulf Cooperation Council (GCC) was established on 25 May 1981 in Riyadh, Saudi Arabia, as a regional political and economic organisation comprising six countries: Bahrain, Kuwait, Oman, Qatar, Saudi Arabia and the United Arab Emirates (UAE).

The headquarters of the GCC is located in Riyadh. Its Supreme Council, consisting of the heads of the member states, is the highest authority of the organisation. The presidency of the Supreme Council rotates among the member states alphabetically according to the names of the countries.

India–GCC Cooperation

India’s engagement with the GCC is significant because of strong trade and investment linkages, energy cooperation, a large Indian diaspora in the Gulf, maritime connectivity and growing strategic cooperation. The Joint Action Plan 2024–2028 provides a framework for cooperation in areas such as trade, investment, energy, health, food security, technology and culture.
