The BRICS countries adopted a Landmark Labour and Employment Ministers’ Declaration on 15 July 2026 during the 12th BRICS Labour and Employment Ministers’ Meeting held in Hyderabad under India’s BRICS Chairship 2026.
- The theme of India’s BRICS Chairship 2026 is “Building for Resilience, Innovation, Cooperation and Sustainability.”
- The Declaration reaffirms the commitment of BRICS countries to:
- Strengthen social protection systems.
- Increase women’s participation in the workforce.
- Improve employability and skills development.
- Leverage digital technologies to build inclusive labour markets.
- During the meeting, India launched “BRICS CONNECT”, a new platform aimed at:
- Promoting technical cooperation.
- Facilitating knowledge sharing.
- Supporting capacity building among BRICS member countries in labour and employment.
Key Highlights from India’s Address
- Union Minister for Labour and Employment Mansukh Mandaviya stated that India’s BRICS Chairship is guided by Prime Minister Narendra Modi’s vision of a people-centric approach based on the principle of “Humanity First.”
- Highlighting labour reforms, the Minister noted that:
- 29 Central labour laws were consolidated into four Labour Codes in November 2025, creating a modern and worker-centric legal framework.
- He also highlighted the success of the e-Shram Portal, which has registered more than 317 million (31.7 crore) unorganised workers, enabling them to access welfare schemes through a digital identity.
- Emphasising India’s growing role in the global services economy, the Minister stated that the country hosts:
- Over 2,100 Global Capability Centres (GCCs).
- Employing approximately 2.35 million professionals.
- Generating nearly USD 98 billion in annual revenue.
