Why in News?
External Affairs Minister S. Jaishankar signed the United Nations Convention against Cybercrime on 25 September 2026, making India a signatory to the first comprehensive global treaty specifically addressing cybercrime. The Convention was adopted by the UN General Assembly on 24 December 2024 through Resolution 79/243. The UN Treaty Collection records India’s signature on 25 September 2026.
About the Convention
The United Nations Convention against Cybercrime aims to strengthen international cooperation in preventing and combating crimes committed through information and communications technology (ICT) systems. It also establishes mechanisms for the sharing of electronic evidence related to serious crimes, helping countries address the increasingly transnational nature of cybercrime.
The Convention seeks to address both technical and legal challenges by adapting traditional criminal investigation and law-enforcement methods to the realities of digital technologies. It provides a framework for countries to cooperate in areas such as investigation, prosecution, electronic evidence and cross-border assistance.
The Convention was adopted after more than five years of negotiations involving UN Member States, civil society, academia and the private sector. It will enter into force 90 days after the deposit of the 40th instrument of ratification, acceptance, approval or accession; it is not yet in force. As of 26 September 2026, the UN Treaty Collection listed 95 signatories and 3 parties.
