India’s preparedness for CORSIA implementation

The Ministry of Civil Aviation recently organised a high-level stakeholder meeting to review India’s preparedness for the adoption of Sustainable Aviation Fuel (SAF) and compliance with the Carbon Offsetting and Reduction Scheme for International Aviation (CORSIA).

• CORSIA is the global carbon reduction framework developed by the International Civil Aviation Organization (ICAO) to reduce the climate impact of international aviation.

About CORSIA

• CORSIA (Carbon Offsetting and Reduction Scheme for International Aviation) was adopted by ICAO Member States in 2016.
• Its objective is to stabilise net carbon emissions from international flights at 2020 levels.
• Under the scheme, aircraft operators are required to purchase carbon offset credits to compensate for carbon dioxide (CO₂) emissions exceeding the agreed baseline.
• CORSIA follows a route-based approach and applies only to international flights between two ICAO Member States.
• A flight route is covered under CORSIA only if both the State of departure and the State of destination are participating in the scheme.
• The offsetting requirements apply to all aircraft operators operating on an eligible route, irrespective of their country of registration or administering State.
• Implementation Phases

• Pilot Phase (2021–2023): Applied only to flights between States that voluntarily participated in CORSIA.
• First Phase (2024–2026): Continued to apply only to volunteering States.
• Second Phase (2027–2035): Will apply to all ICAO Contracting States, subject to specified exemptions. The mandatory phase of CORSIA begins on 1 January 2027.

• The number of States volunteering to participate in CORSIA has increased steadily:
  • 88 States in 2021
  • 130 States in 2026
• India, as an ICAO Member State, has chosen to participate in CORSIA from the second phase (2027–2035).
