Multi-State Co-operative Societies (Auditor’s Report) Order, 2026 (MSCARO, 2026)

Why in News?

The Ministry of Cooperation has mandated the Multi-State Co-operative Societies (Auditor’s Report) Order, 2026 (MSCARO, 2026) to strengthen financial discipline, accountability and regulatory oversight in Multi-State Cooperative Societies (MSCS).

Key Features of MSCARO, 2026

  • Standardised audit reporting: Introduces a uniform format for auditors to report on the financial and administrative functioning of Multi-State Cooperative Societies.
  • Risk-based supervision: Enables the Central Registrar of Cooperative Societies (CRCS) to identify societies facing higher financial or governance risks based on audit observations.
  • Phased implementation: The initial phase covers larger societies crossing the prescribed threshold of ₹1,000 crore.
  • Yes/No responses: Auditors must provide clear Yes/No responses on specified parameters, supported by relevant remarks.
  • Wider audit coverage: Reporting includes financial matters, administration, governance and statutory compliance.
  • Corporate-sector model: The framework is modelled on the Companies (Auditor’s Report) Order applicable to the corporate sector.

Legal Basis

The Multi-State Co-operative Societies (Amendment) Act, 2023 empowered the Central Government under Section 73(6) to prescribe auditing and accounting standards for Multi-State Cooperative Societies.

Significance

  1. Greater transparency: Standardised reporting makes audit findings easier to assess and compare.
  2. Improved accountability: Societies can be scrutinised for financial and administrative irregularities.
  3. Early identification of risks: Audit observations can help regulators identify potential financial and governance problems.
  4. Stronger regulatory oversight: The CRCS can use audit findings to guide supervision and identify societies requiring closer scrutiny.
  5. Better governance: The framework seeks to promote compliance and financial discipline in the cooperative sector.
