National rollout of the Vessel Communication and Support System (VCSS)

Why in News?
The Union Government has approved the nationwide rollout of the Vessel Communication and Support System (VCSS) under the Pradhan Mantri Matsya Sampada Yojana (PMMSY) to enhance the safety, communication and navigation of marine fishermen across India.

About VCSS:

  • VCSS is an indigenously developed communication and vessel-monitoring system developed by the Indian Space Research Organisation (ISRO).
  • It aims to equip around one lakh marine fishing vessels with satellite-based transponders.
  • The project has an estimated outlay of ₹364 crore.
  • Eligible fishermen will receive the transponders free of cost.
  • The project includes:
    • Installation of transponders on marine fishing vessels.
    • Establishment of earth stations and communication infrastructure.
    • Development of the ‘Nabhmitra’ mobile application in regional languages.

Funding Pattern:

  • Implemented under PM Matsya Sampada Yojana (PMMSY).
  • Centre–State cost sharing: 60:40.
  • Union Territories: 100% Central Assistance.

Nabhmitra App:

  • Developed by ISRO.
  • Provides real-time communication, navigation support, weather alerts and emergency assistance to the marine fishing community.
  • Supports communication in regional languages.
