NITI Aayog releases India Electric Mobility Index (IEMI) 2025

Why in News?

NITI Aayog released the second edition of the India Electric Mobility Index (IEMI) 2025 on 16 September 2026. Delhi topped the index with a score of 84, followed by Maharashtra with 78, Karnataka with 73, Chandigarh with 71 and Goa with 65. Among the hilly and northeastern States, Manipur recorded the highest score of 46.

About India Electric Mobility Index (IEMI) 2025

The India Electric Mobility Index (IEMI) has been prepared by WRI India in collaboration with NITI Aayog to measure the progress of States and Union Territories towards the transition to electric mobility. The 2025 edition is based on data covering January to December 2025.

The index shows that 29 out of 36 States and Union Territories have notified Electric Vehicle (EV) policies. Overall performance has also improved compared with the first edition, with the highest score increasing from 77 to 84 and the median score rising from 36 to 40.

The index highlights the importance of accelerating EV adoption for reducing crude oil import dependence, lowering environmental impacts and supporting India’s transition towards a sustainable transport system. The automotive sector contributes around 7.1% of India’s GDP and supports nearly 19 million jobs, making the transition to electric mobility significant for both the economy and energy security.
