PM Modi Launches India’s First Greenfield Refinery-Petrochemical Hub In Rajasthan

On 4 July 2026, Prime Minister Narendra Modi dedicated India’s first integrated refinery-cum-petrochemical complex to the nation at Pachpadra in Rajasthan’s Balotra district.

The project marks India’s first greenfield refinery to be commissioned in nearly a decade.

The integrated complex has a refining capacity of 9 million metric tonnes per annum (MMTPA) and a petrochemical production capacity of 2.4 MMTPA.

The project has been developed at an investment of over ₹79,450 crore as a joint venture between Hindustan Petroleum Corporation Limited (HPCL) and the Government of Rajasthan.

The refinery integrates crude oil refining and petrochemical production, enhancing value addition and improving resource efficiency.

It features a Nelson Complexity Index (NCI) of 17.0, placing it among the world’s most advanced and complex refineries capable of processing diverse grades of crude oil.

The complex achieves petrochemical yields exceeding 26%, in line with global benchmarks for efficiency, profitability, and sustainability.

Alongside the refinery, the Prime Minister dedicated development projects worth about ₹1.06 lakh crore covering urban transport, railways, roads, renewable energy, and power transmission.
