Pollution Under Control Certificate (PUCC)

 Why in News?

The Delhi government has announced stricter measures to control air pollution during the upcoming winter season. These include a “No PUCC, No Fuel” requirement under which petrol, diesel, CNG and LPG outlets in Delhi will supply fuel only to vehicles carrying a valid Pollution Under Control Certificate (PUCC). A complete ban on construction and demolition activities is also planned from 10 December 2026 to 20 January 2027.

About PUCC

A Pollution Under Control Certificate (PUCC) certifies that a vehicle’s tailpipe emissions comply with the prescribed pollution norms. A valid PUCC is a mandatory requirement for applicable fuel-based vehicles and must be produced when demanded by authorised enforcement officials.

The certificate contains details such as the PUCC serial number, vehicle registration number, test date, emission readings and validity period. Pollution testing is carried out using a computerised system in which a gas analyser measures emissions and transmits the readings to a computer, while a camera records the vehicle’s registration details.

Under Section 190(2) of the Motor Vehicles Act and Rule 115 of the Central Motor Vehicles Rules, 1989, vehicles are required to comply with the applicable pollution-control certification requirements. The Central Government has also standardised the PUCC format across the country.

In Delhi, driving without a valid PUCC can attract a ₹10,000 penalty under the applicable provisions.
