PRAHAAR – CT Policy and Strategy

Why in News?

Union Home Minister Amit Shah inaugurated the conference on “PRAHAAR – CT Policy and Strategy” in New Delhi on 28 September 2026. The conference focused on strengthening India’s counter-terrorism framework through a whole-of-society approach and emphasised taking the principles of PRAHAAR down to the police-station (Thana) level. The conference also stressed proactive action, institutionalising an automated counter-terrorism response and improving coordination among stakeholders to ensure timely and result-oriented action.

About PRAHAAR

PRAHAAR is a counter-terrorism policy and strategy framework based on seven pillars:

1. Prevention
2. Response
3. Aggregating Internal Capacities
4. Human Rights
5. Attenuating Conditions for Terrorism
6. Aligning International Efforts
7. Recovery and Resilience

The framework seeks to strengthen counter-terrorism capabilities through coordination among security agencies and other stakeholders. It emphasises a proactive and coordinated approach covering prevention, response, international cooperation, protection of human rights and long-term recovery and resilience.
