Report of the Committee on Datasets for State Finance Commissions (SFCs)

Why in News?

The Chief Economic Advisor (CEA) to the Government of India has released the Report of the Committee on Datasets for State Finance Commissions (SFCs), prepared by the Ministry of Panchayati Raj. The report aims to strengthen evidence-based fiscal devolution to Panchayati Raj Institutions (PRIs) through improved data systems and standardized frameworks.

About the Report

The report identifies essential datasets required by State Finance Commissions across multiple dimensions, including:

  • Fiscal and financial data
  • Demographic indicators
  • Governance parameters
  • Infrastructure availability
  • Service delivery outcomes

Its objective is to improve the quality, consistency, and reliability of data used by SFCs while making recommendations on fiscal transfers to local governments.

Key Recommendations

  • Panchayat-Level Fiscal Databases: Creation of comprehensive fiscal databases at the Panchayat level to improve financial assessment and planning.
  • Use of Panchayat Advancement Index (PAI): Classification and integration of Panchayat Advancement Index indicators for use by State Finance Commissions in resource allocation.
  • Dedicated SFC Cells: Establishment of dedicated State Finance Commission Cells within State Governments to support data collection, analysis, and monitoring.
  • Standardized Accounting Framework: Adoption of uniform accounting standards across Panchayats to ensure comparability and transparency.
  • Common Reporting Framework: Introduction of a standardized reporting format for all State Finance Commissions to improve consistency in recommendations.
  • Comprehensive Data Handbooks: Publication of detailed data handbooks containing fiscal, demographic, and governance information for local bodies.
  • State Finance Commission Manual: Preparation of a standardized SFC Manual to guide future commissions in conducting assessments and making recommendations.
  • Recommendation Regarding the 73rd Constitutional Amendment: The report recommends that the Comptroller and Auditor General of India undertake a performance audit of the implementation of the 73rd Constitutional Amendment Act across States.

About State Finance Commissions (SFCs)

  • State Finance Commissions are constitutional bodies constituted by the Governor of a State under Article 243-I of the Constitution of India.
  • The Governor shall constitute a State Finance Commission within one year of the commencement of the 73rd Constitutional Amendment Act, 1992, and thereafter every five years.
  • Functions of SFCs: SFCs review the financial position of Panchayats and recommend principles regarding:
    • Distribution between the State and Panchayats of the net proceeds of taxes, duties, tolls, and fees levied by the State.
    • Determination of taxes, duties, tolls, and fees that may be assigned to or appropriated by Panchayats.
    • Grants-in-aid to Panchayats from the Consolidated Fund of the State.
