UK passes a landmark Tobacco and Vapes Bill

The United Kingdom (UK) has passed a landmark Tobacco and Vapes Bill that introduces a generational smoking ban after it cleared its final parliamentary stage and received royal assent from King Charles III. The law will come into effect from January 1, 2027, and will apply across England, Scotland, Wales, and Northern Ireland.

Salient Features

Anyone who is under the age of 18 before January 1, 2027, will never be legally allowed to buy cigarettes, cigars, or other tobacco products in their lifetime.

From 2027 onwards, the legal age for purchasing tobacco will increase by one year every year, effectively phasing out tobacco access for future generations.

As a result, individuals born on or after January 1, 2009, will permanently be prohibited from buying tobacco products.

It also expands smoking restrictions in public spaces by banning smoking in areas such as children’s playgrounds, outside schools, and hospital premises. Retailers who violate the law by selling tobacco to underage individuals will face financial penalties. The UK becomes only the second country after the Maldives to adopt such a generational smoking ban, while New Zealand, which was the first to introduce it, later repealed the policy following a change in government in 2023.
