What is GAESA?

GAESA stands for ‘Grupo de Administracioˊn Empresarial’ text which translates to “Business Administration Group”. It is a large military-controlled business conglomerate operating under Cuba’s Revolutionary Armed Forces.  

  • GAESA was established in the 1990s by Raúl Castro when he served as Defence Minister.
  • It is considered one of Cuba’s most powerful and profitable economic entities.
  • The conglomerate controls major sectors of the Cuban economy, including:
    • Luxury hotels,
    • The Port of Mariel,
    • Commercial banking,
    • Supermarkets,
    • Fuel stations,
    • Remittance businesses.
  • GAESA is widely viewed as the economic arm of Cuba’s military establishment.

Leadership

  • GAESA was earlier headed by Luis Alberto Rodríguez López-Calleja, former son-in-law of Raúl Castro.
  • After his death in 2022, leadership passed to Brigadier General Ania Guillermina Lastres.
  • The current leadership has recently faced sanctions from the administration of Donald Trump.

Background

  • Cuba has faced a long-standing U.S. trade and financial embargo since the Cold War era.
  • Cuban authorities maintain secrecy around GAESA’s operations, arguing that such discretion is necessary to protect the economy from U.S. sanctions and restrictions.
  • Critics, however, argue that GAESA concentrates economic power within the military and reduces transparency.
