What is PM Modi’s ‘Saptadhara’ roadmap?

Why in News?

While addressing the nation on the occasion of the 80th Independence Day, the Prime Minister outlined a development roadmap based on “Sapt Dhara” (seven streams of strength). The framework focuses on strengthening India’s economic, technological, strategic, environmental and cultural capabilities to achieve a globally competitive and self-reliant India.

Key Points

1. Manufacturing Power: The Prime Minister identified Manufacturing Power as the first stream and called for a major expansion of India’s manufacturing capabilities. The focus is on building complete domestic value chains, from small components to large finished products, while ensuring zero-defect precision, cost efficiency, global scale and international quality standards.

2. Agriculture and Food Processing: Agriculture and Food Processing constitute the second stream. The Prime Minister called for a nationwide shift towards chemical-free farming and greater integration of agriculture with food processing, storage, logistics and exports. The objective is to take traditional Indian food products to global markets through integrated farm-to-export value chains.

3. Technology and Innovation: The third stream is Technology and Innovation. India should move beyond being merely a large consumer market and emerge as a global innovation hub. Priority areas include Artificial Intelligence, quantum computing, space technology, advanced robotics, Digital Public Infrastructure (DPI) and Made-in-India 6G.

4. Gati Shakti: Gati Shakti forms the fourth stream and focuses on transforming India’s infrastructure and logistics ecosystem. The emphasis is on developing seamless multimodal connectivity involving high-speed rail, modern highways, inland waterways and modern ports. Ports are also envisaged as centres of port-led development and economic growth.

5. Defence Shakti: The fifth stream is Defence Shakti, with strategic self-reliance identified as a national priority. India aims not only to reduce dependence on defence imports but also to emerge as a leading global defence technology supplier by developing and exporting advanced systems such as drones, counter-drone systems and hypersonic technologies.

Cybersecurity has also been linked with national defence, with emphasis on leveraging India’s large pool of digitally skilled youth to protect the country’s digital borders and the wider global cyber ecosystem.

6. Green and Blue Economy: The Green and Blue Economy represents the sixth stream, focusing on sustainable economic growth and India’s role in addressing global climate challenges. Priority areas include Green Hydrogen, renewable energy, energy storage and sustainable development of ocean and marine resources. The development of coastal tourism and the blue economy is also expected to generate employment and expand opportunities for green jobs.

7. Soft Power: The seventh stream is India’s Soft Power. The Prime Minister highlighted Yoga as a global symbol of India’s cultural influence and called for greater international promotion of Indian heritage, Ayurveda and tourism. The creative economy is another major component, with emphasis on sectors such as Visual Effects (VFX), Animation, Gaming and Comics (AVGC) and platforms such as the WAVES Summit.
