Union Health Minister Launches ‘SUMAN Roadmap 2030’

The Union Ministry of Health and Family Welfare launched the SUMAN Roadmap 2030 on 29 June 2026 during the 16th Conference of the Central Council of Health and Family Welfare (CCHFW).

About SUMAN Roadmap 2030 

  • The Roadmap is a comprehensive, evidence-based strategic framework aimed at transforming maternal and newborn healthcare and accelerating India’s progress towards achieving the United Nations Sustainable Development Goals (SDGs) by 2030.
  • It is anchored in the RMNCHA+N framework (Reproductive, Maternal, Newborn, Child and Adolescent Health + Nutrition) and adopts a life-cycle approach, covering pre-pregnancy, pregnancy, childbirth, postnatal care, child health, adolescent health, family planning and nutrition.
  • The Roadmap aims to provide equitable, high-quality, person-centric healthcare throughout the reproductive and maternal health continuum.

Key Features

  • Introduces a structured system for identifying, tracking, and managing high-risk pregnancies at four critical stages:
    • Antenatal care
    • Third-trimester care
    • Intrapartum (during childbirth) care
    • Postnatal care
  • Focuses on:
    • Timely clinical interventions.
    • Improved emergency obstetric care.
    • Better transportation and referral services.
    • Enhanced healthcare access in tribal and hard-to-reach areas.
    • Community participation through SUMAN Panchayats.
    • Addressing the impact of climate change on maternal and newborn health.

High-Focus District Strategy

  • The Roadmap provides time-bound interventions in 130 districts across 13 high-focus States, where maternal and newborn health indicators require significant improvement.
  • It introduces the SUMAN Package for Pregnant Women, promoting:
    • Early pregnancy registration.
    • Complete antenatal care.
    • Quality clinical assessments.
    • Adequate institutional stay after delivery.

Institutional and Digital Reforms

  • Establishment of Centres of Excellence for maternal and newborn healthcare.
  • Creation of a centralised SUMAN Call Centre for grievance redressal.
  • Strengthening referral linkages across health facilities.
  • Digital monitoring and reporting through the JANANI Portal.

Target

  • The Roadmap aims to reduce India’s Maternal Mortality Ratio (MMR) to below 70 deaths per 100,000 live births by 2030, in line with the Sustainable Development Goals (SDGs).
