What is Cell Broadcast System (CBS)?

Why in the News?
Union Communications Minister Jyotiraditya Scindia launched the Cell Broadcast System (CBS) on 2 May 2026 to strengthen India’s emergency communication and disaster alert infrastructure.

About Cell Broadcast System (CBS)
CBS is an indigenous, telecom-based alert mechanism that sends real-time, geo-targeted emergency notifications directly to mobile phones without congestion or delay.

Key Features

  • Delivers alerts instantly to all devices in a specific geographic area (cell tower-based targeting).
  • Sends priority pop-up notifications with loud alert tones.
  • Supports multilingual messages and text-to-speech (read-aloud alerts).
  • Works without network congestion, unlike SMS systems.
  • Can scale from small local areas to nationwide alerts.

Integrated Framework

  • Built by Centre for Development of Telematics.
  • Implemented in collaboration with National Disaster Management Authority and the Ministry of Home Affairs.
  • Integrated with SACHET Integrated Alert System.
  • Based on Common Alerting Protocol recommended by the International Telecommunication Union.

Coverage and Testing

  • Operational across all 36 States and Union Territories.
  • Nationwide test conducted on 2 May 2026 with siren-based alert messages sent to mobile users.

Significance

  • Enables near real-time dissemination of disaster alerts (e.g., floods, earthquakes, gas leaks).
  • Marks a shift from reactive to proactive disaster management.
  • Enhances public safety, reduces panic, and improves response time.
  • Ensures “last-mile connectivity” so alerts reach all individuals in affected zones.

  • Public awareness needed for interpreting alerts correctly.
